Sometimes. Whether you can Airbnb a Lake Oconee home depends on the county, the zoning or overlay district the house sits in, and the neighborhood’s own covenants. Greene County allows short-term rentals only inside approved overlay districts and in grandfathered homes. Putnam County licenses them in most residential zoning, up to a cap of 350 licenses. Morgan County prohibits them everywhere except a few districts where a conditional use permit allows them, and even there a stay can’t run longer than seven days.

I checked these rules against each county’s ordinance on November 2, 2026. Counties amend them, so confirm with the county before you buy.

Short-Term vs. Long-Term Rentals on Lake Oconee

All three counties draw the line at about a month. In Greene and Putnam, a rental of 30 nights or fewer is short term. In Morgan, it’s anything under 30 days. Rent the house for longer than that and the short-term rental ordinances don’t apply. Long-term rentals are a permitted use in Morgan’s residential and lakeshore residential districts, and Greene and Putnam don’t license them at all. A neighborhood can still set a minimum lease length of its own.

When people ask me about Airbnb on Lake Oconee, they mean weekend and weekly rentals, and those are what the county rules cover.

Greene County Short-Term Rental Rules and the Overlay Map

Greene County adopted its short-term rental ordinance in 2017 and began enforcing it September 1, 2018. Since then, a house can only be rented short term if it sits inside a Short-Term Rental Overlay District, or STRO. Everywhere else in the county, renting for 30 nights or fewer is off the table.

An overlay district comes about in one of two ways. Owners of at least 60% of the parcels in a residential community can sign on and apply together, or a developer can apply for areas inside a community it’s still building. Either way, the Board of Commissioners makes the final decision, and the approval runs five years before it comes up for renewal.

To find out whether a Greene County house is inside an overlay, look it up on the Greene County Assessors map. Search the address, open the map view and check “Short Term Rental Districts” in the layer list. The overlay districts turn yellow.

Grandfathered Short-Term Rentals in Greene County

Houses that were already renting legally before the ordinance are grandfathered. To qualify, the house had to be rented for 1 to 30 nights at a time between September 1, 2016 and August 31, 2017, with the address registered with the county and every dollar of hotel-motel tax paid. Those homes can keep renting short term indefinitely, under the same rules as everyone else.

There is a catch for buyers. Grandfathered status ends when the house is sold to an unrelated third party. If a seller tells you the house is “grandfathered,” that status won’t come with it to you. Unless the house is also inside an overlay district, short-term renting ends at closing.

The Rest of Greene County’s Rules

  • Each rental unit needs its own short-term rental business license, renewed every year by December 31.
  • The application asks for a local contact, the number of bedrooms and guests, a code compliance form, a parking diagram, a hotel-motel tax registration and a Georgia sales tax number.
  • Overnight guests are capped at two per bedroom plus two. A house that sleeps more than ten has to meet hotel safety codes, unless it’s grandfathered.
  • The local contact has to get to the house within an hour when the sheriff or the county calls. An owner who lives in Greene County or within 60 miles can serve as their own contact.
  • Guests park on the property. No street parking.
  • Every ad has to show the maximum guests, vehicles and the noise rules. A notice inside by the front door lists the 24-hour contact, the guest and parking limits and the trash day.
  • Smoke detectors are hard-wired and interconnected.

Renting without a license brings a $1,000 penalty, and every day the house is advertised or rented counts as a separate violation. For a licensed rental, the first violation in a 12-month period is a warning, the second can cost up to $250, the third up to $1,000 and a suspension of up to six months, and the fourth revokes the license for at least a year.

Renting Out Your Greene County Home for the Masters

From April 1 to 15 every year, any Greene County home can be rented short term without a license, overlay or not. The window covers Masters week in Augusta. The hotel-motel tax still applies, and it’s due to the county by May 20.

Putnam County Short-Term Rental Rules

Putnam County’s short-term vacation rental ordinance was adopted September 1, 2023. It sorts the county into three overlay sectors by zoning:

Sector Zoning Short-term rentals
Sector 1 R-1R No new licenses. Only rentals that were operating before the ordinance can continue
Sector 2 R-1, R-2, RM-1, RM-3 Allowed with a license
Sector 3 AG Allowed with a license

Sectors 2 and 3 share a cap of 350 licenses, counting the older rentals in Sector 1. Once the county reaches 350, new applications go on a waitlist and are approved in the order received. The county’s own license list from October 2026 showed 254 licenses across Putnam County, including Lake Sinclair, so there was still room under the cap.

A license runs for the calendar year. One issued after October 1 runs through the end of the next year. It belongs to that house and that licensee, and it can’t be transferred, so a buyer applies for a new one. The fee is $350 a year.

What Putnam County Requires of Owners and Guests

  • Overnight guests are capped at two per bedroom plus two, with a maximum of 12. Houses licensed before September 1, 2023 kept their higher limits.
  • The license number goes in every ad, along with the maximum guests and vehicles.
  • The owner names an agent, 25 or older, who is available around the clock and can get to the house within an hour.
  • The guest who signs the rental agreement has to be at least 25. The agreement lists the maximum guests, vehicles and boats, and the guest gets a copy of the ordinance.
  • TVs, radios and stereos stay inside from 10 p.m. to 9 a.m., and nobody parks on a road right-of-way.
  • Guests stay off neighboring property and the neighborhood’s common areas unless the owner authorizes it in writing ahead of time.
  • No events, no sleeping in accessory buildings, no subletting, no RVs and no fireworks.

A violation can bring a fine of up to $1,000. A second violation within 12 months suspends the license for 30 days, and a third revokes it and bars the owner for a year.

One rental a year is exempt. A house rented once in a calendar year, for 14 days or fewer, doesn’t need a license. That covers an owner who rents the house out for one week, like Masters week, and lives in it the rest of the year.

On the Eatonton side of the lake, much of the waterfront is zoned R-1, so many homes there can be licensed, subject to the cap and the neighborhood’s covenants.

Morgan County Short-Term Rental Rules

The Morgan County zoning notice on short term rentals posted on Shadow Lake Drive at Eagles Nest on Lake Oconee, Georgia
A Morgan County zoning notice at Eagles Nest

Morgan County has the strictest rules on the lake. Under Chapter 7.29 of its zoning ordinance, short-term rentals are prohibited in every zoning district except the six where Table 4.1 lists them as a conditional use. Near the lake, those include the Lakeshore Residential 3 district and the Lakeshore Town Center Overlay. They aren’t allowed at all in Lakeshore Residential 1 or 2.

Where they are allowed, the owner needs a conditional use permit from the county before applying for a license, and the rules are tight:

  • A stay can last up to seven days, and the house can be rented only once in any seven-day period. That works out to one booking a week, up to 52 a year.
  • The county inspects the house every year before it issues the license.
  • Every bedroom needs its own paved, off-street parking space, and guest vehicles, boats and trailers can’t outnumber the spaces.
  • The property lines have to be marked with fencing or another method the county approves.
  • Every bedroom and every floor needs a smoke detector, all interconnected, and every floor needs a fire extinguisher that’s certified yearly.
  • A local property manager has to be on call 24 hours a day. Their name and number go to the county, the sheriff, the fire department and every owner within 300 feet.

The license doesn’t renew on its own. You apply again every year, and it ends automatically when the house changes hands. If the sheriff can’t reach the manager more than three times in six months, the county can revoke it.

At Eagles Nest, the county has posted a zoning notice about short-term rentals right on the street. Morgan County fought one homeowner over her vacation rental all the way to the Georgia Supreme Court, which ruled in 2019 that the county’s pre-2010 zoning ordinance was too vague to stop her week-long rentals. The county had already rewritten the ordinance in 2010 to spell out the ban.

Renting Inside Reynolds Lake Oconee: Membership and Rental Rules

Reynolds Lake Oconee sits in two counties, so the first question is which side of the water the house is on.

On the Greene County side, parts of Reynolds sit inside overlay districts and parts don’t. The Village at Lake Club Pointe is inside one, and many of its condos rent by the night. In July 2025, the county approved a new overlay district on 6.3 acres off Landing Parkway, inside Reynolds. Grandfathered homes that were renting legally before 2017 are scattered throughout the rest. Great Waters, on the Putnam County side, falls under Putnam’s licensing rules, and the county’s license list includes homes there.

Reynolds Club Membership Doesn’t Come With a Rental

A Reynolds club membership belongs to the owner, not the house. When you rent out your home, short term or long term, the membership doesn’t go with it. Renters don’t get access to the member amenities like the pools and fitness centers.

The Reynolds Rental Office and Outside Managers

Reynolds has its own rental office that can handle Reynolds Lake Oconee vacation rentals and long-term leases for owners. Many of the condos at The Village at Lake Club Pointe are in its program.

From what I understand from owners, the Reynolds program’s fees run high, and several owners hire an outside management company to run their rental instead. I keep a list of Lake Oconee short-term rental management companies that handle both vacation rentals and property management for owners who live out of town.

Which Lake Oconee Neighborhoods Allow Airbnb and Short-Term Rentals

The county is only the first hurdle. A neighborhood’s covenants can ban short-term rentals even where the county would license them, and some do. Lakeview Pointe and The Waterfront don’t allow them. Others were built around them. Each cottage at Cottage Cove holds its own Putnam County license, and owners at The Lodge on Lake Oconee can put their unit in the hotel’s rental program.

If you’re comparing Lake Oconee condos and townhomes as rental investments, ask each association for its leasing rules in writing.

Taxes and Licenses for Lake Oconee Vacation Rentals

A Lake Oconee short-term rental is a lodging business in the eyes of the county and the state, and it’s taxed like one.

Tax or filing What to expect
County hotel-motel tax 5% of the rent in Greene County and 8% in Putnam County, due by the 20th of the month after each rental. Putnam’s tax applies to rent a booking platform hasn’t already paid it onGreene County hotel-motel tax ordinance and remittance form; Putnam County
Georgia hotel-motel fee $5 a night. When a guest books through a marketplace like Airbnb or VRBO, the marketplace collects and pays itGeorgia Department of Revenue
Georgia sales tax Greene County requires a Georgia sales and use tax number with the license application
Personal property tax Greene County short-term rentals file a personal property return each year for the furniture and everything else that moves
License fee $350 a year in Putnam County. Morgan County’s fee is set by its Board of Commissioners

Short-term rental income also changes how a house fits into your budget. The cost of owning a home on Lake Oconee covers property taxes, insurance and dues, and a rental adds its own costs on top: management fees, cleaning, wear and tear, and furnishings.

What to Check Before You Buy a Lake Oconee Home to Rent Out

  1. Confirm the county and the zoning. The house’s county decides which rules apply, and its zoning decides whether it can be rented at all in Putnam and Morgan.
  2. In Greene County, check the overlay map. If the seller is relying on grandfathered status, remember it ends when the house sells to you.
  3. In Putnam County, check the license count and the zoning. R-1R zoning rules it out, and a license doesn’t transfer, so you’ll apply in your own name.
  4. In Morgan County, find out whether the district allows a conditional use permit. If it doesn’t, the answer is no.
  5. Read the covenants and current HOA or POA rules for minimum lease lengths and outright bans.
  6. In Reynolds, remember that renters won’t have the member amenities, and decide whether you’ll use the Reynolds rental program or an outside manager.
  7. Talk to a local management company about realistic bookings and fees before you count on the income.

I check the zoning, the overlay map and the covenants before writing an offer on any house a buyer plans to rent. It takes a few phone calls and saves a lot of disappointment after closing.

Frequently Asked Questions About Short-Term Rentals on Lake Oconee

Does a short-term rental license transfer when you buy a Lake Oconee home?

No. Putnam County licenses can’t be transferred, and Morgan County licenses end automatically when the house changes hands. In Greene County, a grandfathered home loses that status when it sells to an unrelated buyer, so the house has to be inside an overlay district for you to keep renting it.

Can renters use the pools and fitness centers at Reynolds Lake Oconee?

No. Reynolds club membership belongs to the owner and doesn’t come with the house when it’s rented. Short-term and long-term renters alike go without the member-only amenities.

Can I rent my Lake Oconee house during Masters week?

In Greene County, yes. Any home can be rented April 1 to 15 without a license, as long as the hotel-motel tax is paid by May 20. In Putnam County, one rental of 14 days or fewer per year doesn’t need a license. Morgan County has no such exception.

How do I know if a Greene County house is in a short-term rental overlay?

Search the address on the Greene County Assessors map at qPublic, open the map view and turn on the “Short Term Rental Districts” layer. Overlay districts show in yellow.

Is there a waitlist for Putnam County short-term rental licenses?

Only once the county reaches 350 licenses. Its October 2026 list showed 254, including Lake Sinclair homes, so new applications were still being considered.
